Office Hours

The Clerk’s Office Main Office in San Juan is open to the public from Monday through Friday from 8:00 a.m. to 4:00 p.m., except on official holidays. The following services are available to the public during this period of time:

Telephone Information

The Voice Information System (VCIS) allows you to call the Bankruptcy Court's computer from any touch-tone telephone by dialing (787) 977-6130. VCIS gives the case information over the phone using a computer-synthesized voice. Information provided includes the following:

Requests for case information or requests for photocopy of documents can be sent to:

Filing Procedures - Drop Box

The drop box is for the use of the US Bankruptcy Court only. All types of documents may be filed in the drop box, except emergency matters such as temporary restraining orders (TRO), adversary proceedings, and motions under Section 362, which should be taken directly to the Clerk’s office.To file documents in the drop box you should have the original to be filed, and an envelope to place the documents. Do not deposit loose documents in the drop box. Do not stamp new bankruptcy petitions before depositing. Place them in an envelope with the corresponding file. Submit an original and a copy on Chapter 13 Proof of claims. Do not deposit cash in the drop box. The payment of filing fees must be made by check or Money Order payable to the Clerk, US Bankruptcy Court. Drop box is available for filing at the following site:

Legal Advice in Bankruptcy Proceedings

Title 28 U.S.C. Sec. 955 PROHIBITS any member of the Clerk’s Office staff from giving any advice which may be considered legal in nature. Canon 2f and Canon 3 of the Judiciary’s Code of Conduct, also PROHIBIT this office from providing legal advice and further instruct the staff to remain impartial.Persons seeking advise are informed to consult a lawyer or to contact the local legal assistance office, or the BAR association.

Documents Required for Initiating a Bankruptcy Proceeding Voluntary or Involuntary Petitions

  • Chapter 7 - An original and five (5) copies of all forms required for filing. Chapter 11 - An original and six (6) copies of all forms required for filing. Chapter 12 - An original and five (5) copies of all forms required for filing.
  • Chapter 13 - An original and five (5) copies of all forms required for filing

Proof of Claims

  • Chapter 7 and Chapter 11 - File original only
  • Chapter 12 and Chapter 13 - File original and a copy

Copies of documents filed by mail will not be returned to you unless you submit a stamped, self addressed return envelope with the copy to be returned. Please, staple the envelope to the copy so that it does not get lost.

Adversary Proceeding

To commence an adversary proceeding, the plaintiff must file the following:

  1. A signed original complaint, stating if the matter is a core or non-core proceeding. A signed adversary cover sheet. A completed summons
  2. Notice of preliminary pre trial conference. (Except for cases before Judge de Jesús)

Public Access to Computers and Electronic Records

Computers are available for the use of the public on the facilities of the Clerk’s office. This provides access to information related to all cases filed from November 1986 to the present. Information for cases filed before November 1986 is available in microfiches.Documents corresponding to cases filed after May 1, 1998 are scanned and available for review through imaging.Public Access to Court Electronic Records (PACER) is an electronic public access service that allows users to obtain case and docket information from Federal Appellate, District and Bankruptcy courts, and from the U.S. Party/Case Index. Currently most systems must be dialed directly using communication software (such as ProComm Plus, pcAnywhere, or Hyperterminal) and a modem, but the Judiciary is moving toward providing case information on the Internet through. PACER-Net sites. Electronic access is available for most courts by registering with the PACER Service Center, the judiciary's centralized registration, billing, and technical support center.Each court maintains its own databases with case information. Because PACER database systems are maintained within each court, each jurisdiction will have a different modem number. Accessing and querying information from each service is comparable; however, the format and content of information provided may differ slightly. Toll free modem numbers are provided to most jurisdictions.PACER is a service of United States Judiciary. The PACER Service Center is run by the Administrative Office of the United States Courts.To register, fill out one of the registration forms available on their site. Alternatively, you may contact the PACER Service Center for a registration form at (800) 676-6856 or (210) 301-6440 for those in the San Antonio area. Or write to:

There is no cost for registering. Once the registration form is received by the PACER Service Center, you will receive a login and password in the mail within two weeks. Logins and passwords cannot be faxed, e-mailed, or given over the phone.

What do you need to obtain information about a case?

You need the case number or the exact name of the debtor. To review a case file a written request must be submitted at the time of requesting the file to the office employee. The form is available at the Customer Service window.

Closed Files
Closed files are shipped to the Federal Records Center in Lee’s Summit, MO. Request for closed files must be submitted to the Clerk’s office. This request must contain the case number, and the name, address, and telephone number of the person requesting the information. A fee of $45.00 must be paid for each file requested. Upon receiving the case file, an employee of the Court will contact the requestor either by mail or by telephone. Copies of documents from the file can be obtained at a cost of $.50 per page. The process of requesting and receiving a file from the Federal Records Center usually takes two (2) to four (4) weeks.

Obtaining Copies of Master Address List
The Court may order the movant of a particular motion to notify parties in interest of a scheduled hearing. In such instances, the party must request a copy of the updated master address list. A request form is provided for this purpose at the Intake Counter of the Clerk’s office.
